Number of higher education graduates has not risen fast enough!
From academic year 2000-2001 to AY 2009-2010, the total number of graduates increased from 363,640 to 481,862 or an annual growth rate of 2.9 percent. During the same period, the population grew annually at 1.9 percent. (Table 1a , Table 1b, Figure1 and Figure 4)
The ratio of the total higher education graduates to the 20-34 year old population barely improved from 1.9 percent in 2000 to 2.0 percent in 2010. Competing against the knowledge-based economies of the Third Millennium, these marginal improvements will not be sufficient to build our knowledge base as a nation. (Table 2a and Figure 2)
Number of graduates of Education Science and Teacher Training1 is on the downtrend.
The share of graduates of education and teacher training and engineering and technology to total higher education graduates is on the downtrend!
Other Statistics:
For a number of years since AY 2000-2001, the highest number of graduates came from business administration and related2, education and teacher training and engineering and technology. During AY 2005-2006, graduates of medical and allied3 pushed down engineering and technology from number three (3) and overtook business administration as the number one field from AY 2006-2007 to AY 2008-2009. With the oversupply of unemployed nurses, business administration was again number one in AY 2009-2010. (Table 2a)
By region, the share of graduates from NCR has been going down significantly. Noticeably, building up their human capital are Regions III and IV, from shares of 7.1 percent and 9.3 percent in AY 2000-2001 to 11.0 percent and 11.8 percent, respectively in AY 2009-2010. In this regard, noteworthy are developments initiated by, among others, Governors Jose Sarte Salceda of Albay and Esmael Toto Mangudadatu of Maguindanao to provide college scholarships/financial assistance to their constituents. (Table 2a)
Aside from NCR, regions with declining shares are Region I, Region V, Region XI, and Region XII. (Table 2a)
Looking at the gender dimension, women have been equipping themselves with higher education better than men. However, the gender disparity has narrowed with the share of women graduates going down from 61.0 percent in AY 2000-2001 to 56 percent in AY 2009-2010. Women probably still have some catching up to do, but if this disparity in favor of women persists, shouldn’t men start preparing to give up their status as Household Head in the future? (Table 2a)

Notes:
1. The region which ranked 1 in (a) is the region with the most number of higher education graduates in AY 2009-2010. The region which ranked 17 in (a) is the region with the least number of higher education graduates in AY 2009-2010.
2. The ratio of higher education graduates per 100,000 population is computed by dividing the number of higher education graduates in the region to the total regional population projection for 2010 based on the 2000 Census of Population and Housing.
3. The region which ranked 1 in (b) is the region with the highest ratio of the number of higher education graduates to population with ages 20-34 years old. The region which ranked 17 in (b) is the region with the least ratio of the number of higher education graduates to population with ages 20-34 years old.
4. Special computations for annual population were made using the 2000 census-based population projections.
5. Differences in the total numbers of male and female graduates for AY 2000-2001 in Tables 1c and 2 are due to the estimations made by the NSCB Technical Staff, as the number of graduates in Maritime Education in AY 2000-2001 is computed using ratios/estimates provided by CHED.

Source of basic data: Commission on Higher Education (CHED) and 2000 census-based population projections
Notes:
1. CHED data on the number of higher education graduates are based on the submission of 2,247 higher education institutions (HEIs) including their satellite campuses.
2. The region which ranked 1 in (a) and (b) is the region with the most number of higher education graduates in AY 2009-2010. The region which ranked 17 in (a) and (b) is the region with the least number of higher education graduates in AY 2009-2010.
3. The ratio of higher education graduates per 100,000 population is computed by dividing the number of higher education graduates in the region to the total regional population projection for 2010 based on the 2000 Census of Population and Housing.
4. The region which ranked 1 in (c) is the region with the most number of higher education graduates per 100,000 population with ages 20-34 years old. The region which ranked 17 in (c) is the region with the least number of higher education graduates per 100,000 population with ages 20-34 years old.
5. Special computations for annual population were made using the 2000 census-based population projections.
