THE PHILIPPINE STATISTICAL DEVELOPMENT PROGRAM (PSDP)
1999-2004

EXECUTIVE SUMMARY

I. FRAMEWORK

1.0 Premises/Assumptions

  1. The ultimate goal of the PSS is to deliver quality statistical information and services efficiently, effectively and proactively to address the changing needs of development planners, policy makers and other data users in the government and private sectors.
  2. For the next five years, the challenge to the PSS as a whole is how to help steer sound decisions and actions of all sectors of the society to achieve the vision for the country which is "sustainable development and growth with social equity" as spelled out in the Medium-Term Philippine Development Plan .
  3. The new millennium is envisioned to bring opportunities in the which the PSS should be ready to take full advantage such as more information-oriented citizenry, expansion of local and international market, technological advancement, more active participation of the private sector and more active LGUs in the forefront of development.
  4. On the other hand, the advancements in technology shall mean more customers' expectations such as more micro level data, real time information, less paper transactions, customer-oriented services and more relevant indicators. The PSS should be proactive enough to address these expectations.
  5. The key players include not only the government but also the private sector and the general public.
2.0 Vision

The PSDP, 1999-2004 envisions to develop a proactive statistical community capable of providing relevant statistical information and excellent services to society towards sustainable development and growth with social equity.

3.0 Key Result Areas

The PSDP vision can be achieved by pursuing critical strategies in the following key result areas (KRAs):

  1. relevant national and local indicators to help steer more focused and sound decisions and action for the benefit of the society;
  2. strengthened local statistical system towards spreading development to the countryside;
  3. innovative, relevant and user-friendly services to optimize utilization of products and services;  
  4. application of information technology to enhance long-term institutional capacity and product/service quality of the providers of statistical information and services;  
  5. culture of excellence, teamwork and entrepreneurial spirit among statistical manpower;
  6. effective mechanisms, policies, measures and standards to address conflicts, gaps and constraints and promote synergy among local and with international institutions and  
  7. enhanced productivity through sourcing of funds to accelerate development and efficient deployment of resources.

II. STRATEGIES AND PROGRAMS

The programs were categorized into nine (9) major components which are aligned with the major concerns spelled out in the Medium-Term Philippine Development Plan and important aspects/functions of the PSS such as on the management and coordination, marketing, infrastructure and systems development, human resource development, research and development and the subnational statistical system.

Given the overall vision and challenges, the Philippine Statistical System shall undertake the following major programs from 1999-2004:

 

1.0 PSS-Wide Programs - to enhance the efficiency and effectiveness of the key players and mechanisms in the Philippine Statistical System in accordance with the principles enunciated in the MTPDP on governance

  1. Management and Coordination - to enhance the synergy among institutions within the PSS and with the international community
  2. Human Resource Management and Development for the PSS - to ensure the adequacy and quality of manpower supply and promote a culture of excellence, teamwork and entrepreneurial spirit among the current and future stock statistical manpower in the Philippines
  3. Marketing and User Services - to optimize the utilization of statistical information
  4. Infrastructure and Systems Development for the PSS - enhance long-term institutional capacity, product/service quality and productivity of the PSS
  5. Research and Development - to promote innovations in each of the key result areas thru theoretical and applied research

2.0 Spatial/Regional Development Programs - to strengthen the subnational statistical system as a source of local statistics in support of countryside development

  1. Local Data/Indicators Generation and Statistical Services Provision
  2. Information Dissemination
  3. Strengthening Of Coordination At The Subnational Level
3.0 Sectoral Programs - To Provide More and Better Quality Statistics Support To The Mtpdp Missions and Programs
  1. Poverty Alleviation and Human Development
  2. Health and Nutrition
  3. Education and Manpower Development
  4. Shelter and Urban Development
  5. Social Welfare and Community Development
  6. Gender and Development
  7. Conduct Of The 2000 Census Of Population and Housing and Surveys On Fertility and Demography
  1. Agriculture
  2. Agrarian Reform
  3. Environment and Natural Resources
  1. Rail, Road, Water, and Air Transport
  2. Energy
  3. Telecommunication
  4. Water Resources
  1. Administrative Governance
  2. Economic Governance
  3. Political Governance
  1. Macroeconomic Performance
  2. Labor Market Developments
  3. Fiscal, Monetary and External Developments
